The Birhanmumbai Municipal Corporation next month will start the process of dismantling nearly 1800 illegal mobile phone towers in the city.
Nearly two weeks after it put in place a comprehensive mobile phone tower policy, the municipal corporation has decided to first target those towers that are not caught in a court case filed by service operators in 2011 , when the municipal corporation had first initiated action against them.
" The New Policy will be implemented with retrospective effect , which means it will cover all 4,500 mobile towers on rooftops in the city . Of these, 3620 identified as illegal .
The Municipal Commissioner Sri Sitaram Kunte of BMC said that since some unauthorized towers have filed case against BMC by mobile operators , next month start the process of bringing down the rest.
With the new policy, which allows more than two towers on a building and makes the consent of 70% of a building's residents mandatory for installing mobile towers among other conditions , this excuse no longer exists.
Kunte , however , clarified that though the policy incorporates guidelines issued by the Department of telecommunication, it only deals with structural aspects of mobile towers. "It is the Dot's prerogative to look into the radiation - related issues ".
While citizen groups that have been focusing on health hazards of mobile tower radiation are happy with the BMC move, mobile operators say that any harsh action will impact the quality of services.
Sri Rajan Mathews Director General of COAI in his as usual reaction said " If the BMC takes harsh & arbitrary action , we will move to court again. If the BMC goes ahead and removes the towers , network will be affected. He is very worried that ultimately end consumer will suffer ".
The Politicians Sri Vinod Shelar BJP corporator , who has spearheaded a campaign against illegal towers that BMC should not spare illegal towers. He further said that "It is shocking that only a quarter of the towers in the city are legal as a result number of cases falling ill due to mobile towers is on the rise. The BMC must demolish all illegal towers immediately. The Corporation has turned a blind eye all along , which is why so many illegal towers have come up ".
The new policy bars installation of mobile phone towers on schools, colleges , hospitals, orphanages , child rehabilitation centers and old age homes. It also specifies that apart from the consent of 70% of a building's residents , permission of every person living on the top floor must be taken.
From the above report it gives us so disheartening news with Kolkata Municipal Corporation / West Bengal , with the attitude of Municipal Commissioner & Hon'ble Mayor is just Opposite of the BMC. BMC has got transparency , but KMC authority close their eyes on the huge illegal cell towers in the city are standing on the roof tops of Hospital , School buildings , thickly residential areas & Commercial Buildings. We approached & submitted documents with reports of many illegal towers for demolition but till now not a single case has been considered for demolition. There are more than 4000 cell towers in West Bengal , out of which 60% approx. are illegal and they have no permission, it is also surprising that the KMC authority do not have any idea how many towers exists in Kolkata ? Where we are living , people in huge nos. are suffering from many types of illness. The continuous effort was made more than 2 years with Minister of Environment ( W. B ), Mayor of Kolkata & Municipal Commissioner with genuine cases . No result /action taken by them. The Policy of Cell Tower is same for all the States, but some states are very active for such illegal activities with demolition program and some state close their eyes & gives indulgence to corruptions with a plea they do not have infra structure . But they are not at all concern for health hazards of people from Radiations.
There is TERM Cell under DoT in all the state but they are also not active in measuring radiation levels of cell towers & they have no list of cell towers in their record !
Where we will get Justice we do not know !! When Country have clean Governance yet to come after 67 years of Independence ?
