After my retirement from Govt. service in 2006 , I further worked as Sr.Project Manager with a Delhi based Consulting firm nearly 2 years then decided not to work any more, while doing a Project in a new township of East calcutta I have seen cell Towers were established by BSNL of highly mounted with circular & vertical antennas, that time the private cell towers started to get their license from Govt./DOT , the new service providers initially followed the govt. guide lines given by respective States , local state bodies like municipal corporations , urban bodies,gram panchayats etc. That period towers were quite a few in number but after some time due to development of telecom technology & to provide more coverage among cell phone users, the service providers started to lease privately by using residential buildings, schools buildings, hospital buildings with municipal permissions. But later when the Central Govt's. Health & Welfare dept. amended the earlier orders after receiving many complaints from parents, guardians & many residents, the Welfare Committee issued new guidelines by State Govt. after amending the earlier orders to avoid School & Hospital buildings not to be used for cell tower and leasing by the Cell Phone Service Providers who were working in respective areas. In the mean time I read lot of news as complaints in Print media about the Illegal Cell towers coming up in many parts of India violating the guide lines, it started gradually in many places of different cities, legal battles started gradually between public & service providers for their unlawful act to make cell phone business. Meanwhile I had chance to visit UK/London & a few cities in Europe and while visiting different places in abroad I did not notice any mobile towers like our Country - mostly the cell towers are highly mounted , invisible, cell towers are not mushroomed like our country, single tower is shared by many service providers in a decent way with aviation lights fixed on top of cell towers, fire fighting arrangement wherever necessary. After a few months I came back to Kolkata. Since then it struck in my mind very adversely why our service providers are doing indifferent when the technology is same for all? I started studying many articles on cell phone towers written by many Physicists, Scientists, Medical experts, Nobel Prize Nominees, our Ex President Dr. Abdul Kalam Azad - in their opinion the cell tower emits Electro-Magnetic Radiation (EMR) constantly & harmful to human health & it creates health Hazards, if the cell towers are Installed in residential areas! It struck me very much how to convey such health Hazards to the public! I then asked my friends who are social activists, I got a strong support from my friends.
